Female Offenders Specified Activity Requirement (FOSAR) is an individual programme for female offenders which supports and links with work being undertaken by the offender manager, addressing specific key needs and factors associated with their offending. The FOSAR is available for community sentences as a stand-alone requirement with supervision, alongside other requirements, or as part of a package of interventions. It can also be sentenced as an alternative to a short period of custody and for female offenders in breach of their order.

All females remanded for a pre-sentence report or in breach proceedings should be screened for a FOSAR, taking risk assessment into consideration. If deemed suitable for a FOSAR, a referral form is completed to ensure ISIS has the basic information needed prior to sentencing. The FOSAR is then ordered by the courts with the support and cooperation of the probation court team.

It is expected that all females given a FOSAR will complete a module our Record of Ongoing Training, Crime and Its Impact and there is also an expectation that they will complete other pieces of work from the following selection:

Drug and Alcohol Awareness
Self Esteem
Emotional Wellbeing
Relapse Prevention
Anger Management and Assertiveness
Anxiety and Mindfulness

It is recommended that the FOSAR will be made for 20 days, allowing completion of the core module Crime and Its Impact and at least 2 other modules tailored to the individuals needs. Following a referral the Offender Manager will contact ISIS as soon as possible, allocation and a joint meeting will take place with the offender and ISIS to establish a plan.
